Wind Speed vs. Latitude

The latidtude wind chart shows normal results which I expected. It shows a flat linear association which is strong but spread out in a band with the strongest representation in the 0 - 15 mph zone. In my area, wind up 16 mph is normal with higher gusts at higher elevations. Above 25 mph is getting more uncomfortable especially if the wind speed is sustained for hours or days. Our weather window is narrow so we can't tell much besides the majority of cities in our population are having a normal range of wind speed for the forcast.
